Mr. Kramer served as Chief Financial Officer and Assistant Secretary, US Department of Transportation (US DOT) (Dec. 2017- January 20, 2021).  He was responsible for the DOT Budget with over $130 billion in appropriations for FY20.  Mr. Kramer oversaw the related CFO functions of the Federal Aviation, Federal Highway, Federal Transit, Federal Motor Carriers, National Highway Safety, Pipelines and Hazardous Materials, Federal Railroads, St. Lawrence Seaway, and Maritime Administrations. 

During his US Senate confirmation hearing, Kramer told the Senate Commerce Committee that a challenge facing DOT is “to avoid hampering the pace of innovation without compromising safety or picking winners…All areas of the DOT from sea to land to sky to space are challenged by technology changing at an increasing pace, which will benefit all Americans if choices are made wisely, The CFO’s office must help lead the way by innovating its own legacy systems and methodology with the latest systems and related technology to improve performance without compromising oversight.

Before his government service, he founded and grew several Tech/Software companies including E-Commerce Solutions (internet retail), Nuvola Systems (embedded technology), and Siva Corporation (Point of Sale). He has worked with Private Equity/VC groups to successfully grow, reposition, and sell investments in several industries including SIVA, Diam International, and Aerosim. 

Before working with the financial community on managing Tech/Software companies, for more than 18 years, Kramer held various financial positions at Philip Morris International, a Fortune 100 company, including Director of Finance, Asia Region, Treasurer, PMI, and his last position was Vice President of Planning, PMI.

Mr. Kramer has a B. A. from Colgate University and graduate degrees from NYU Stern School of Business and Harvard Business School.
